„The rules and procedures for granting consent for vineyard establishment, which must ensure full transparency of the process, will be developed in the form of a subordinate normative act by 1 May 2026. The goal of the new regulation is to ensure the quality of Georgian wine and thus, in the long term, support winegrowers and the private wine industry," said Zurab Vacharadze, Deputy Chairman of the National Wine Agency.

A norm has been introduced to the Law of Georgia “On Vine and Wine,” defining the concept of granting consent for the establishment of commercial vineyards. Consent for establishing commercial vineyards will be required for persons who decide to plant vineyards for commercial purposes after 1 May of the current year.

According to the International Organization of Vine and Wine (OIV), global wine consumption is currently at its lowest level since 1961.

“Against the backdrop of intense competition and overproduction, vineyard establishment must be subject to regulation. The focus should be placed on the quality of both raw materials and the final product. Starting from soil, exposure, location, variety, and rootstock — everything must comply with the standards that enable us to obtain high-quality harvests for the production of premium wine,” stated Zurab Vacharadzе.

The National Wine Agency of Georgia will issue consent for vineyard establishment free of charge. Such consent will be required only for individuals planning commercial activities and will not apply to those intending to establish vineyards for personal use.
